The feed answered - this is a quiet sky at that threshold, not a failure. Warnings that state no size are excluded from a size filter by design.
A warning is a forecast of what a storm may do, issued in a hurry. RADAR INDICATED means a computer inferred hail aloft; OBSERVED means a person saw it. Only the second is ground truth, and they are never averaged together.
